I saw a post of someone that said they could make calls.

People served in different branches at different times. I can only relate my experience.

I joined the USAF in 1976. I was not allowed to make calls on base But we did have one day we were allowed off base.

I went downtown San Antonio. I don’t recall calling home but I could have.
